Compare capacity on one stated basis
Epoch AI's data-center work estimates site power, compute and cost from public evidence. H100-equivalent capacity is a research measure with its own assumptions. It is not a count of identical chips and it does not establish which lab has the most capable model.
A capacity comparison must retain its power basis: IT load, facility power or power supply. Keep operating capacity separate from a planned end state. Contracted capacity is not additional operating capacity to add to a site's total, and different tranches can become usable at different times.

Identify who owns, supplies and uses the capacity
Nebius's March 2026 announcement distinguishes dedicated Meta capacity from additional capacity it intends to sell to third-party customers, with Meta buying the remainder. A relationship map should preserve that distinction instead of depicting the whole ceiling as delivered capacity or money already spent.
Keep the customer, cloud provider, facility owner, chip supplier and financier as different roles. Link a contract to a campus only when a source names that relationship. A shared company name is insufficient evidence that one deal funded one site.
Follow promises through dated milestones
Microsoft's October 2026 earnings call attributes lower calendar-year capex expectations to delayed third-party capacity deliveries. The disclosure illustrates why a planned spending figure and delivered infrastructure need separate records.
Track the promised delivery window, subsequent amendments and the last source that confirms an operating milestone. An announcement is evidence of an announced plan. Without a later completion source, leave the operating date unknown rather than upgrading the record because its target date passed.
Claims and evidence limits
An announced compute contract is already operational capacity.
Depends on scope and assumptions
Announcements and completion evidence belong to separate milestones. Passing a target date does not prove delivery.
A data-center owner has exclusive use of all its compute.
Depends on scope and assumptions
Contracted customer use must be recorded separately from ownership; provider and customer disclosures determine the scope.
The largest H100-equivalent site proves model leadership.
Not established by this evidence
The research estimate describes compute capacity. Model quality, access, utilization, training methods and evaluation are separate questions.
